This article examines the forms of interplay between the foreign policy of the Islamic Republic of Mauritania and the international standing recently gained by some of the country's socio-political activists. These different forms of political argumentation are affected by Mauritania's ‘Islamic republic’ label, which, adopted following independence in 1960, has been opportunistically used by the state and has become a double-edged sword when used to legitimate foreign and domestic policies. After discussing official expressions of foreign policy, the article moves on to examine the forms of social activism that have more recently questioned the country's social landscape. The article concludes that Mauritanian foreign policy is in clear relation with a recent shift in the social agenda that questions Mauritania's social structures, political apparatus and the state's formal designation as an Islamic republic.

ABSTRACT In the late 20th century, 300 Mauritanian shepherds travelled to the United Arab Emirates in order to tend the herds of some of that country's most prominent leaders. These low-tech subjects of global migration flows were particularly valued and sought after by their Emirati employers for their expertise in raising camels. I analyse the forms and consequences of this migration, focusing on the reintegration of these shepherds into Mauritanian stratified tribal spheres following their return to the Sahara. The possibility of a change in their social status (after a financially rewarding experience in the Gulf) will be a central theme of this article. This issue arises from the pervasive designation of these shepherds as a ‘tributary’ (znāga) group, through the application of the tripartite social model that, to a large extent, still defines Mauritania's arabophone population.

Este ensaio questiona algumas das estruturas reconhecidas como definidoras da sociedade arabófona do ocidente saariano; sendo destacados os elementos que complexificam a longa inscrição histórica desta população, questionando outros que, mais recentemente, tendem a simplificá‐la. Este contexto é introduzido através de um documento português de meados do século XVI, que a partir da feitoria de Arguim serve a imediata incorporação de uma visão europeia sobre o Saara, ilustrando também a profundidade dos laços desde então estabelecidos com as diferentes populações da região. Será igualmente apresentada uma compilação de tradições orais que actualmente descrevem os iniciais encontros euro‐saarianos, assim como o seu relevo nos mecanismos de filiação tribal e estutária que, até hoje, definem a região.
